A structured engagement that positions a territory's biological capital for institutional visibility, verification, and capital entry — before any measurement is commissioned. It does not measure the territory. It establishes where the territory stands, what is missing, and the defensible pathway to capital entry.
The Problem
A sovereign or institutional holder of territory sits on biological capital it cannot yet see on its own balance sheet: peatland carbon, boreal biomass, freshwater systems, biodiversity, permafrost. The barrier is not the absence of biology. It is the absence of a defensible structure through which that biology becomes legible to institutional capital.
No existing instrument answers, in one defensible document, the four questions an institutional counterparty asks before it commits capital:
Identity

The defensible sequence to advance clearing-state — including what measurement and verification each step requires, and who must perform it.
Capital-Readiness Statement
A sober assessment of what an institutional counterparty would require before capital entry, and the legal-vehicle considerations involved.
Doctrine Annex
The KRYONIS verification-first framework (R-series standard) against which the position is constructed — so the document is self-justifying to an expert reader.
Engagement Tiers
All are fixed-fee, written-deliverable engagements. None includes physical measurement; each defines the measurement that a later stage would require.
Foundational
30 days
Single territory, single dominant asset layer. Position Brief, Gap Map, provisional BAIN, Clearing Pathway outline, Doctrine Annex.
Strategic
45 days
Multi-layer territory or portfolio of related sites. Full deliverable set, Capital-Readiness Statement, legal-vehicle considerations, counterparty-requirements map.
Sovereign
45–60 days
National or sub-national programme scope. All of the above across multiple territories, plus a programme-level clearing architecture and a phased capital-entry roadmap.
Why it is not "one PDF." The fee buys a defensible institutional position, not a report. It is the difference between a holder asserting value and a holder able to demonstrate — against a stated standard, in a recognised framework — exactly where the asset stands and what advancing it requires. That position is what a counterparty, an auditor, or a sovereign fund actually transacts against.
Boundaries
Not measurement
No satellite or ground survey is performed. The Assessment defines what must be measured; instrument-led measurement is a distinct subsequent stage, performed by qualified parties within the structure this engagement establishes.
Not a carbon-credit service
Carbon is one asset layer among several. The Assessment positions territorial bio-capital as a whole; it does not issue, broker, or value credits.
Not tokenisation
No token is issued or implied. Tokenisation, if it ever occurs, is downstream of clearing-state 5 and outside this engagement.
Not advisory-by-the-hour
A fixed-scope, fixed-fee institutional deliverable with a defined beginning and end.
